In order to pair the app with your Apple TV Gen 1,2,3 you will need physical Apple TV remote.

Open Apple TV Settings

Setting->General

Open Remotes

Setting->General->Remotes

Select TV Remote or Remote+ (depends on the app you are using)

Setting->General->Remotes->App

Enter the PIN Code

Setting->General->Remotes->App

The app should be paired with your Apple TV

Now you should be able to control your Apple TV using the app
